Trashcan Fixes

This mod is inspired by another attempt to fix issues with the trash cans. However, those fixes were only a band-aid, and I believe I've finally addressed the underlying issues properly.
Due to an oversight by Maxis, horses can knock over any trash can, including those without lids. Eco Lifestyle also introduced additional issues through its Reduce and Recycle challenge, which added new fill states that were incompatible with the knocked-over versions of the trash can models. All of these issues should now be fixed.
Sims should also no longer throw away trash in already overflowing bins, which previously caused an infinite cycle of Sims repeatedly attempting to dispose of trash until they eventually gave up.
Additionally, Eco Lifestyle introduced situations that could summon Sims to "trash dive" into any trash can. I've blacklisted residential lots from these situations, as I found this behaviour overly intrusive.
