Police Academy Graduate
To become a Cadet Officer, you will need to apply for the Police Academy and this is done on the Computer, under Police Academy Application! -
Once you have applied, you will then see a new Option called, ' Take Police Academy Exam' which will send your Sim off to take the exam.
Now! If you send your Sim off straight away, they WILL come back rejected! To increase the chances of your Sim passing, I will advice you to have some (not all) of the below;

Charisma, Fitness, Logic Skills
-
Studied for the Exam
-
Active, Genuis, Perfectionist, Adventurous, Ambitious Traits
-
Psychology Degree from University
-
High School A - C grade
-
Previous Military or Athletic Career
You do not need to have all of these to pass. So for example if you have a Sim that's Lazy or a Drug Dealer (Basemental), points will be deducted however if your Sim studies for the exam and has the above skills or degree, they still have a chance of passing the exam!
