This interaction is found in the Deep Thoughts menu and both Sims will receive a bonus when used. Both Sims will lose part of their marital status. This interaction can only be used with a spouse or partner. The target Sim will receive a Hurt Feelings bonus and the actor will receive a Breakup bonus.
