Two Options:
1. Appreciate this artwork
When you select "Appreciate this artwork", your Sim will take time to carefully observe the painting and receive a buff. Then, if you click on the same painting again, the option "Study the deeper meaning of this painting" will appear, in addition to showing a unique appreciation animation, your Sim will also have all sorts of quirky and imaginative thought bubbles appear above their head.
2. Invitation to view this artwork
If the Sims are too far away, they might arrive at the location but get distracted by other objects (like a TV or computer).
In this case, invite the Sims who are already present again, and they will gather around to view the artwork.
It is especially recommended to place the artwork in an open space. You can also use this feature to hold art exhibitions.
