More BaseGame Food at Bar

Adds more BaseGame foods to order at bars on Community Lots:

- fish tacos (group meal)

- tortillas (group meal)

- steak (single meal)

In addition, this mod fixes the bug where the wait for drink interaction will constantly drop off the interaction queue.
