How to install lots and rooms in the sims 4
First go to the location: Documents/ Electronics Arts/ The Sims 4/ Tray.
Then extract the contents of the lot or room folder into the Tray folder (without subfolders) and the lot or room should appear in your game gallery.
Remember to activate: include personalized content in your Sims gallery, so you can see all the lots.
